Waste Disposal Fees

Disposal fees will be charged by weight at Dalby, Chinchilla, Miles and Winfields Road Waste Management Facility using the weighbridge on site.

Disposal Fees will be charged by volume at Tara and Wandoan as these sites do not have a weighbridge. 

Disposal Fees will also be charged by volume at Council's weighbridge sites if there is a weighbridge outage.

Paying For Waste Disposal

Payment is required at the time of disposal.

Council currently offers two payment options:

EFTPOS: Available at Dalby, Chinchilla, Miles and Winfields Road only. 

Account: Available at all supervised sites. Accounts are invoiced monthly. Please attend the weighbridge office to open a new waste disposal account. Alternatively you can download and complete a New Client Form and return to Council via email.

Bell Transfer Station

Location: Gum Tree Lane, Bell. 

How to get there: Travel west from Bell for 1.5km along Bunya Highway, turn left into Gum Tree Lane, travel 700 metres and the facility will be on your right.

Open 8am to 4pm on Tuesdays, Thursdays, Saturdays and Sundays.

Domestic waste is accepted.

The following wastes are not accepted – commercial and industrial waste; construction and demolition waste; tyres; asbestos; hot embers or ash; chemicals (powder or liquid); hazardous waste; and liquid waste.

Chinchilla Waste & Recycling Centre

Location: 238 Slessar Street, Chinchilla

How to get there: Travel 100m north from the Warrego Highway along Cemetery Road, turn right onto Slessar Street and the facility will be 850m on the left.

Open 7 days per week – Monday to Friday 8am to 4pm; Saturday and Sunday 9am to 5pm. Closed Good Friday, ANZAC Day and Christmas Day.

The site ‘Tip Shop’ is open on Saturdays and Sundays from 10am to 2pm.

How to get there: Entry from Condamine - Roma Road. The facility is located approximately 200m south west from the entrance to Condamine.

How to get there: Facility is located approximately 10.2km from Moonie Highway or 5km from Kumbarilla Lane along Ducklo - Gulera Road.

How to get there: Travel 800m west from Dulacca along the Warrego Highway, turn left onto Dulacca South Road, continue 100m and turn right into the facility.

Location: 207 Glenern Road, Glenmorgan.

How to get there: Head west from Glenmorgan for 500m along the Surat Developmental Road and turn left onto Glenern Road. Travel on Glenern Road for a further 2km and the facility will be on the left.

How to get there: Travel for 3km north west along Jandowae Connection Road, turn right onto Winfield’s Road and turn left into the facility.

Location: 44 Towns Road, Kaimkillenbun.

How to get there: Travel 300m north on Kaimkillenbun Road, turn right onto Towns Road, travel 450m and turn right into facility.

Location: 196 Kogan Condamine Road, Kogan.

How to get there: Travel 2km north west from Kogan, the facility will be on your right.

Open 8am to 4pm, 7 days a week.

Location: 35 Meandarra Rubbish Dump Road, Meandarra

How to get there: Travel 260m east along Gibson Street from Meandarra Talwood Road, turn right onto Meandarra Rubbish Dump Road and follow for 360m to facility.

Location: 178 Old Cameby Road, Miles.

How to get there: Travel 1.7km south from Miles along Leichhardt Highway, turn left onto Old Cameby Road. Travel 1.5km along the road and the facility will be on your right.

Open 7 days per week – Monday to Friday 8am to 4pm; Saturday and Sunday 9am to 5pm. Closed Good Friday, ANZAC Day and Christmas Day.

The site ‘Tip Shop’ can be accessed by contacting the site weighbridge staff.

How to get there: Head south west on the Moonie Highway from town centre for approximately 700m and facility is on the left.

How to get there: From the intersection of Day and Fry Streets, travel 1.2km south along Fry Street. Tara Waste Facility is located at the end of the road.

Asbestos Disposal

About Asbestos

Asbestos is a naturally occurring mineral that is found in the ground. Once the different properties of asbestos were discovered, including its durability, fire resistance and insulation properties, it became widely used in the building industry from the 1940’s. It was used in a variety of different building products up until the late 1980’s, when the significant health risks associated with exposure to the fibers became known.

For health reasons, it is recommended that only a licensed contractor remove or break materials that possibly contain asbestos fibers; Asbestos Containing Materials (ACM). A DIY home improvement person is permitted to remove a limited amount of asbestos under specified conditions; see Removal below for more information.

Note: friable, unbonded asbestos can ONLY ever be legally handled by Class A Asbestos Contractor/s. 

If you suspect an area has asbestos dust, do not disturb it. Contact an Asbestos licensed contractor: they are listed in the Yellow Pages under ‘asbestos removal and treatment’. Whomever is the owner is the property is the responsible person, for the safe and suitable clean-up costs.

Identify Asbestos

There are two types of asbestos:

Bonded asbestos is a product where the asbestos is bonded with cement or a resin binder to make it more stable. The health risks associated with these products, provided they are left undisturbed, is very low. The concern is when the products are removed, drilled or handled.

Fibrous asbestos (also known as “Unbonded” or “Friable”) is a product which contains asbestos in a dusty or fibrous form, where it can be crumbled to a powder in the hand with minimal pressure. This product is dangerous and should only be handled by a licensed asbestos contractor approved for this task.

It is difficult to identify asbestos by sight, but here are some basic rules of thumb;

  • before the mid-1980s it is more than likely to contain asbestos materials
  • between the mid-1980s and 1990 it is likely to contain asbestos materials
  • after the 1990s it is highly unlikely to contain asbestos materials

Risks

If left untouched, asbestos poses no immediate danger. Asbestos products that are mishandled, broken or disturbed through activities such as pressure cleaning and cutting or sanding with power tools can release the hazardous fibers.

Inhaled asbestos fibers can lodge in the airways, lungs or stomach and increase the chances of developing asbestosis, (scarring of lung tissue) mesothelioma or lung cancer. The risk of contracting these diseases increases with the number of fibers inhaled and the length of time you inhale them: accumulative effect. You should always take extreme care when dealing with any asbestos product.

Removal

Don’t endanger yourself, your family or neighbours by trying to remove or demolish asbestos yourself.

Before you attempt to undertake any DIY jobs that may involve the disturbance of asbestos, get familiar with the Public Health and Work Health and Safety Laws. Visit the Queensland Government’s website for further information or call one of Council’s Environmental Health Officers on 1300 COUNCIL.

If you are renovating your home and suspect it contains asbestos, it is recommended that you contact a certified asbestos contractor who holds a Class A or Class B Licence to get the job done; they are licensed to carry out any removal or disposal work safely. Homeowners are able to lawfully remove up to 10m2 of bonded asbestos only.

The removal of friable asbestos such as by-product from ACM roof high pressure cleaning, ACM vinyl sheeting underlay and ACM insulation, can only be undertaken by a Class A Asbestos Contractor.

Asbestos removal contractors may provide a specially lined bin for trades’ people to use during renovations. Once renovations are completed, the asbestos removal contractors will collect the bin and dispose of asbestos safely for you.

Disposal

You cannot dispose of asbestos in household rubbish, recycling or green waste bins and significant penalties apply for non-compliance. This measure aims to help ensure that residents and Council employees or contractors at Council’s waste disposal facilities do not put themselves at risk by handling fibres that contains asbestos. Packaging and disposal of associated asbestos waste must be:

  • Double wrapped in 0.2mm thick plastic sheeting & sealed with adhesive tape; or
  • Double bagged in 0.2mm plastic bags, no more than 1.2m long, 0.9m wide & sealed with adhesive tape; and
  • Clearly labelled with warnings such as:
    • “CAUTION – ASBESTOS”
    • “DO NOT DAMAGE OR OPEN BAG”
    • “DO NOT INHALE DUST”
    • “CANCER AND LUNG DISEASE HAZARD”

Unsafe Asbestos Handling

If you believe a homeowner, occupant or owner-builder is unsafely handling, removing or transporting asbestos material or a person has illegally dumped asbestos waste, contact Council on 1300 268 624.

If you believe a business or contractor (includes “handyman”) is unsafely handling, removing or transporting asbestos materials, phone the Queensland Department of Justice and the Attorney-General (Workplace Health and Safety Queensland) on 1300 369 915.

 

Waste Disposal Frequently Asked Questions

Is there a fee for household waste?

Most waste types from a household can be disposed of at no charge.

Fees can apply if the household (domestic) waste belongs to a separate fee category eg domestic construction and demolition waste, concrete, asbestos, waste for special burial, tyres, multiple mattresses etc.

Please check the fees and charges for further information on what waste may attract a fee.

How does the weighbridge operator decide if the disposal will be charged for?

Council has a user pays system for waste disposal charges at our waste facilities. The assessment of whether a load of waste is to have a commercial charge is determined by the weighbridge operator taking into account a number of things:

  • Is the vehicle used in operation of a business?
  • Is the vehicle considered a large truck - ie. not a normal domestic type vehicle?
  • Is the quantity of waste being disposed of more than what is considered a normal quantity of waste produced from the normal operation of a household?
  • Is there any waste that a separate fee is listed for eg. construction and demolition waste, concrete, asbestos, waste for special burial, tyres, extra mattresses etc.
  • Has the vehicle disposed of waste regularly at any of the Council facilities, thus could it be considered that the customer is producing more waste than what would reasonably be considered "domestic"?
  • Does the vehicle have a history of using a facility for the same type of waste on a very regular basis?
  • Where has the waste come from?

Most waste types from a household use can be disposed of for a nil gate charge, however it is best to come prepared to pay if there is any uncertainty.

Who can use an unsupervised transfer station?

Only residents from the local surrounding area may use an unsupervised transfer station and only domestic waste is accepted. Under no circumstances is commercial waste accepted. All sites are monitored via camera and penalties may be applicable for failure to comply with site signage.

What if I was charged incorrectly?

If you have visited a waste management facility, have been charged for waste disposal, and believe that you should not have been charged, please put your query in writing and send it via mail, email or hand delivery to a Customer Service Centre outlining:

  • your contact details;
  • when you were at the facility (date and approximate time);
  • which facility you used;
  • what waste you disposed of;
  • a description of the vehicle used and the registration details;
  • where your waste came from;
  • and include a copy of the disposal docket

Your request will be investigated and a response provided.
